At Microsoft Ignite this week, the company announced Agent 365, a centralized control plane for managing AI agents across your enterprise. Every agent gets a digital identity through Entra. You get visibility into what agents exist, what they're doing, and who authorized them.

If this sounds familiar, it should. I watched the same pattern play out with cloud adoption from 2014 to 2020.

Here's what I learned from helping large enterprise customers migrate to Azure: Shadow IT doesn't happen because people are reckless. It happens because governance systems can't keep up with the pace of business problems. And when the official path takes three months, people find unofficial paths that take three days.

Microsoft's Agent 365 announcement isn't just about AI agents. It's about acknowledging that enterprises are about to repeat every mistake they made during cloud adoption. It's offering a way to skip some of the pain this time.

How Shadow AI Happens (And Why It's Not Malicious)

In 2016, I worked with a Fortune 100 retailer on their Azure migration. Their IT team had a formal cloud approval process: submit a request, wait for security review, get architecture approval, provision resources. The whole cycle took 8-12 weeks.

Meanwhile, their logistics team needed to test a route optimization algorithm. They had a tight deadline and a clear business case. So they used a personal credit card, spun up some Azure VMs, ran their tests, and delivered results that saved the company $2M annually.

IT discovered this six months later during a cost audit. They called it Shadow IT. The logistics team called it getting work done.

In 2025, the pattern is identical. Replace "Azure VMs" with "AI agents" and "route optimization" with any of the hundred tasks where AI helps.

Teams are already building agents without waiting for IT approval. Marketing uses AI to generate campaigns. Sales automates research. Finance builds forecasting models. Most organizations don't know how many AI tools run in their environment.

According to Gartner, 75% of employees will be acquiring, modifying, or creating technology outside IT's visibility by 2027, up from 41% in 2022. This includes AI tools.

The 2024 Work Trend Index from Microsoft and LinkedIn shows 78% of AI users already bring their own tools to work through personal accounts.

The gap between IT approval cycles and business needs hasn't gotten smaller. It's gotten worse. Business moves faster. Problems need solutions faster. And AI makes it trivially easy to build something that works well enough.

This isn't a failure of discipline. It's a failure of governance systems to match the pace of work.

Why Traditional Governance Fails

During my time in the Customer Success Unit working with customers, I saw how enterprises tried to solve Shadow IT. Most approaches made the problem worse.

The common pattern: IT discovers Shadow IT, panics about security and compliance, and locks everything down. They create approval processes, require centralized tools, and require architecture reviews for everything.

Teams respond by finding better ways to hide what they're building. They use personal accounts, external tools, or simply don't tell IT what they're working on. The governance system successfully reduces visibility to zero while doing nothing to improve actual security.

I watched one Azure customer spend six months building a cloud governance framework. They defined approval workflows, security requirements, and compliance checkpoints. They were thorough.

Their developers just kept using their own Azure subscriptions and routing around the whole system. The governance framework governed nothing except IT's time.

Here's what that framework missed: developers weren't trying to break security. They were trying to ship features customers wanted. When the choice is "wait three months for approval" or "solve the problem today," most people choose solving the problem.

The governance system was designed for control, not to help teams. It treated every cloud resource as equally risky and every team as equally untrustworthy. So it generated security theater: lots of process, not much security.

This is the same mistake enterprises are making with AI right now. They see AI agents as a threat to control, so they try to lock them down. They're missing the real question: how do we enable teams to use AI safely instead of forcing them to use it secretly?

What Agent 365 Actually Addresses

Microsoft learned from cloud governance what most enterprises haven't figured out yet: you can't stop Shadow IT. You can only make it visible and manageable.

Agent 365 approaches this differently than traditional governance. Instead of blocking agents until they're approved, it registers them and gives them identity. Every agent gets credentials through Entra, the same system that manages human users.

This solves the visibility problem. IT can see what agents exist, what data they access, and what actions they take. Not through audit logs six months later, but in real-time through the same dashboards they use for everything else.

The digital identity piece is clever. Once agents have identity, you can apply the same access controls you use for people. An agent helping with sales research gets access to CRM data but not financial systems. An agent handling support tickets sees customer information but can't modify orders.

This matters most for multi-agent workflows. When one agent calls another agent across different systems (say, a Teams agent talking to a Jira agent), you need clear authentication and authorization at every step. Without identity, you end up with API keys and service accounts scattered everywhere. With identity, you get governance.

The compliance monitoring catches what most enterprises miss. AI agents don't just run queries or generate content. They make decisions that affect customers, employees, and business outcomes. Agent 365 tracks those decisions so you can audit them later. When a regulator asks "how did your AI decide to reject this loan application?" you have an answer.

What Agent 365 doesn't solve: the cultural problem. If your governance approach is still "lock everything down and slow everyone down," you'll just push AI usage further underground. The tool gives you visibility and control. It doesn't fix broken approval processes or risk-averse security teams.

Microsoft is giving you the infrastructure to govern AI agents effectively. You still have to choose to use it that way instead of as another set of gates.

What You Should Do Now

Based on what I learned from cloud adoption, here's what to do:

Start with inventory, not policy. Most organizations don't know how many AI tools they're running right now. Before you write governance policies, find out what exists. Survey teams. Check API usage. Look at credit card statements for AI service subscriptions.

You'll discover more than you expect. One enterprise customer I worked with thought they had five development teams using cloud resources. Their inventory found 47 active subscriptions across 23 different departments.

Enable before you enforce. Give teams an approved path that's actually easier than the Shadow IT path. If your official AI agent framework requires six weeks of approvals but ChatGPT Plus takes six minutes, guess which one teams will use?

Agent 365 only helps if using it is easier than the Shadow IT path. Make agent registration automatic. Provide templates. Build the infrastructure that makes doing the right thing easier than doing the sneaky thing.

Focus on the inputs you can control. Don't try to approve every agent before it runs. Instead, define clear requirements for what makes an agent acceptable. It must use Entra identity. It must log all actions. It must handle data according to classification rules. It must have a human responsible for its behavior.

This is the same lesson from my post on measurement systems. You can't control whether agents work perfectly. You can control whether teams follow practices that make agents safer and more auditable.

Separate experimentation from production. Teams need space to test ideas without going through full compliance review. Create a sandbox environment where agents can run with limited access and limited risk. Let teams experiment there. Require full governance only when agents move to production data.

This is what worked for cloud adoption. Developer subscriptions with spending limits and no access to customer data. Teams could try things quickly. IT got visibility without becoming a bottleneck.

Time this right. If you wait until AI agents are everywhere, you're already behind. But if you build governance before you understand how people actually use AI, you'll build the wrong thing.

Start the inventory now. Build the infrastructure in the next three months. Enforce governance requirements in six months, after you've learned what teams need.

The Pattern Repeats

Here's what I know from watching enterprise technology adoption for 20 years: companies that get governance right see it as helping teams, not blocking them.

During cloud adoption, the successful companies weren't the ones with the most restrictive policies. They made it easy to do the right thing and hard to do the dangerous thing. They gave teams tools, templates, and clear guardrails. They measured practices, not permissions.

The companies that struggled treated cloud as something to control and restrict. They built approval processes designed for their own comfort instead of speed. Their developers just found creative ways around the rules, and IT lost visibility into what was happening.

Microsoft is offering enterprises a second chance with Agent 365. They're providing the infrastructure to govern AI agents without killing innovation. But infrastructure isn't enough. You have to use it to help teams instead of blocking them.

Shadow AI is already happening in your organization. The question isn't whether to allow it. That ship has sailed. The question is whether you get visibility and governance while it's still manageable, or whether you discover it later during a security audit or compliance failure.

Start the inventory this week. You have more AI agents running than you think.
